Is the cylinder designation for medical oxygen ("c" "d" "e" etc.) more or less universal?

This designation is used in the US, but I was wondering if it was used in the U.K., Hong Kong, etc.

Cotabato City, Philippines – May 7, 2010, Secretary Esperanza I. Cabral of the Department of Health leads the inauguration of the newly installed Medical Oxygen Generating Plant at Cotabato Regional and Medical Center.
This Medical Oxygen Generating Plant Project supplied and Installed by Hundredfolds Industries Corp. was a breakthrough for the CRMC.
The Hospital saves about 4 to 5 MILLION Pesos Annually that could be used to implement other projects of their Institution

how is medical oxygen different from industrial oxygen, like for welding?

Medical oxygen probably has to be USP (United States Pharmacoepia) grade, which means there’s a long list of things it can’t contain. It might also have to be dry, but I’m not sure on that one.

can you use a medical grade oxygen cylinder to air up tires?

Why don’t you drop off your car at a new car dealership or garage that has nitrogen which is a far better inert gas for tires than regular non-inert air? Nitrogen has molecules which are hundreds of times larger than oxygen therefore won’t leak past tire valves and beads as fast. It also is less heat resistant. Tires don’t gain as much pressure when hot or lose pressure when cold. Nitrogen will not support combustion as oxygen does. There’s no water in nitrogen which rusts and corrodes the inner wheels. It’s been found long ago that tires last longer with pure nitrogen inflation.

COTABATO CITY, Philippines May 7, 2010, Secretary Esperanza I. Cabral of the Department of Health leads the inauguration of the newly installed Medical Oxygen Generating Plant,

The Secretary of Health was joined and assisted by Congressman Didagen P. Dilangalen of the 1st District of Maguindanao with Cotabato City, his wife Bai Sendig G. Dilangalen, Asec Paulyn Jean R. Ubial, Dr. Abdullah B. Dumama, Jr., Dr. Leopoldo P. Lugtu, Dr. Teogenes F. Baluma and the CRMC Chief of the hospital Dr. Helen P. Yambao. Several Chiefs of the Hospitals was also present during the inauguration, from Bicol Medical Center headed by Dr. Penafiel and Dr. Sales, Zamboanga City Medical Center headed by Dr. Ong, Northern Mindanao Medical Center headed by Dr. Chan, Amai Pakpak Medical Center headed by Dr. Saber and the chief of the Cotabato Provincial Hospital.

This momentous event is a clear manifestation of the excellent leadership of Dr. Helen P. Yambao. CRMC is continuously implementing projects to enhance the medical services to its patients. The benefit of having these vital facilities could save significant cost of operation by the hospital. The IGS Modular Type (Expandable) Medical Oxygen Generating Plant project supplied and installed by the Hundredfolds Industries Corp. (HIC) was a breakthrough for the CRMC, since the start of operation of the oxygen plant the hospital saves about four to five million pesos annually. This savings could be used to implement other projects of their institution. Such savings is also being realized by other hospitals like the Davao Medical Center, Davao Doctors Hospital, Zamboanga Regional Medical Center and soon, the Veterans Regional Hospital who has already installed Medical Oxygen Generating Plant supplied and installed by the Hundredfolds Industries Corporation.

Be careful that there is no contamination inside the tubing when placed in service. A small amount of oil will explode when exposed to pure oxygen.
